(Obligations) in Global Journals Publishing
Global Journals recognizes that quality publishing is a team effort-not only must authors contribute, but so must editors, reviewers and professional staff. Composed of the Global Journals Council, the Publications Board, the Special Interest Groups, program chairs and committees, editors-in-chief and editorial boards aim to provide the framework that allows all constituencies, including readers and libraries, to participate fairly and effectively. As part of this determination, Global Journals provides this document that summarizes the rights and errands of readers, authors, reviewers, editors, program chairs and committees, and libraries. Although this declaration focuses on these six core groups, the standing of the professional staff is implicit throughout the document. For example, the rights of authors and editors can only be met by good service from the professional staff. Conversely, the certified staff cannot succeed by themselves.
Global Journals Inc. is constructing a best-faith effort to implement the rights and responsibilities described in this document. Please realize that individuals and organizations can make mistakes. However, Global Journals will strive to correct any complications that do occur.
Our most fundamental standard is that the publication procedure exists to support the membership (Fellows and Associates and Registered Users of Website etc.) of the Global Journals and the computing profession in general. Global Journals have confidence in its success which should be judged broadly in terms of its high-quality, cost-effective distribution of knowledge and not narrowly in terms of a publications program. We emphasize that the process of dissemination includes papers, audio and video presentations, web postings, technical reports, conferences, etc. in Print Journals, eJournals, 3D Virtual Journals and Interactive Journals. The quality of the publications and the errands that everybody assumes are means to these broader ends.
This document pertains to journals, books, eBooks, transactions, magazines, conference proceedings, and newsletters published by Global Journals, referred here generically as publications. When particular rights and errands are limited to some subset of our publications, that subset will be specifically noted. Note that some exclusion to this policy can occur. These exclusions are generally found in Global Journals' professionally-managed magazines and news services with special timeliness needs. However, the goal of these publications, as for Global Journals' other publications, is to provide the best in material services.
Global Journals inspires other publishers to also recognize the rights and responsibilities of readers, authors, reviewers, editors and libraries, as set forth in this document.
Readers (End Users)
Readers consult articles in Global Journals publications because they value the standing of these publications and find the material contained therein valuable and relevant.
Readers can expect Global Journals to
Ensure that the electronic and printed version of an article match within the limits of the style guidelines of each format
Ensure that articles most of the are accurate and of high quality
Distribute print periodicals by the decided day of the planned issue month
Post issues of periodicals in the Digital Library within three months of their delivery to Global Journals, independent of the planned print distribution date
Ensure that journal, transactions, and magazine articles are skillfully copyedited
Ensure reliable formatting of articles in each publication
Make publications available at low cost to individual subscribers, for the current year and for all previous years
Take into account the desires of readers in economically developing countries and in economically undeveloped countries. We have opened office in India also to support this.
Enable fast access to the electronic variety of each article, throughout the world
Permit low cost purchasing of separate copies of articles (printed or electronic version).And Global Journals expects readers to

Authors/Contributor
Authors submit their work to Global Journals because they value its standing and its cost-effective publication facilities as a place to report their ideas (usually research) to the community or to this website. In return, Global Journals expects that authors submit works that are ready for publication and that authors be responsive to sensible requests during the publication process. There are four critical components in creating a quality publication where the author has both rights and responsibilities in their interaction with the Global Journals: authorship, review of the submission, processing of an accepted work, and dissemination. In case of any dispute, We are only liable to return actual author charges which is paid by author by any means.
Authorship
Authors should involve in the best in ethical practices regarding the content of their works. In particular, Global Journals assumes authors to respect intellectual property rights of others in manuscripts submitted for publication by Global Journals. Authors should not republish any portion of their own work in a way that makes it appear as a completely new work. Finally, authors should not expect Global Journals to seek compensation for unethical use of their work. (See the Global Journals Policy on Plagiarism for further details.)
Thus, Global Journals expects authors to
Acquire appropriate permission for the reuse and reclaim of content copyrighted by others
Whenever reusing portions of their own formerly published work in a new manuscript, explicitly state within the text of the manuscript which portions were published elsewhere, and provide references (providing reference is compulsory)
Lawfully acknowledge all persons who have directly contributed to the work
Reviewing
When an author makes a manuscript submission, a confidential double blind review process is initiated. The aim of the review process is to make an appropriate and timely decision (may take 7 to 15 days or more depending on research performed) on whether a submission should be published. Such decisions are based on appropriate review by well-qualified and impartial reviewers. Authors have the right to expect prompt, clear, and specific response. To enable this process, a submission must follow publication necessities and authors must be attentive in responding to questions.
Thus authors can expect Global Journals to
Retain them informed on the status of their submission
Use impartial reviewers
Issue timely review and clear response
Preserve confidentiality.
And Global Journals expects authors to
Submit their work to only one publication at a period
Follow submission necessities, e.g., topic areas, page limits, accurate citations, originality, cleared rights, designated contact, acknowledging contributions to work appropriately
Respond appropriately and in a timely manner to reviews
Respond to reviews with one voice even if there are multiple authors
Respond positively to requests to act as referee for other papers.
Processing of accepted works
Once a submission has been accepted and all of the formalities are completed, authors can expect Global Journals to publish the work in a timely and professional manner. Authors can expect to have approval of all variations to the work. In addition, Global Journals will strive to may not cause authors to perform unnecessary work. However, authors do have a obligation to work with Global Journals to complete the publication process.
Thus authors can expect Global Journals to
Provide some time to fix galleys for journal, transactions, and magazine articles
Seek author endorsement of the final copy for journal, transactions, and newsletter articles
Be monetarily responsible for its own internal preparation costs
May Note all copy-editing changes for journals and transactions
May not introduce errors in the production process
May not add material without the corresponding author's approval
May ensure metadata accuracy for journal, transactions, and magazine articles.
And Global Journals expects authors to
Express with one voice even if there are several authors
Respond appropriately to reviews and comments when creating the final version
Work with publisher and editor to satisfy design, quality constraints and other things.
Dissemination (Broadcasting)
Publication is only a part of the broader goal of distributing ideas and results. Authors can expect Global Journals to contribute to this wider goal, and in particular to encourage dissemination in multiple media. Global Journals expects authors to acknowledge Global Journals' contribution and not to publish the same material in other venues, except as legalized by Global Journals copyright policy.
Therefore authors can expect Global Journals to
Permit a submission to be posted on home pages and public sources before and after review
Permit an authors' version of their own Global Journals-copyrighted work on their personal server or on servers belonging to their companies
Permit metadata information, e.g., bibliographic, abstract, and keywords, for their individual work to be openly available
Permit authors the right to reuse their statistics in their own succeeding publications for which they have granted Global Journals copyright
Deliver statistics for each journal, transaction, and newsletter on its regular turn-around time and its current backlog of articles.
And Global Journals expects authors to
Suitably acknowledge the publisher's effort
Guarantee that whenever the authors or their employers provide a link to a individual copy that there is a link to the Global Journals definitive version
Guarantee that all versions copyrighted by Global Journals bear the Global Journals copyright.
Reviewers (Peer Reviewers, those who review a research)
Global Journals recognizes that the quality of a refereed publication rests chiefly on the impartial judgment of their volunteer reviewers. An editorial board or program committee should approach an individual reviewer rarely and only with a manuscript that both comes under the reviewer's expertise and meets the journal guidelines. (Please note that some magazines/journals do not formally review all articles, and that many newsletters and some magazines do not referee articles.)
Thus reviewers can expect Global Journals to
Preserve their anonymity
Ask them if they are ready to review before the submission is sent to them. The deadline for the review will accompany its request.
Deliver guidelines on what constitutes a reviewing conflict of interest
Demand them to review only submissions for which the editor feels they have expertise, and appeal only a restricted number of reviews over the course of a year
Distinguish that they have the right to decline a requested review
Give a reasonable length of time for a review, where the precise length of time depends on the publication
Not routinely ask them to make up for delays presented by other participants in the reviewing cycle
Not ask them to provide reviews for submissions that do not satisfy either specified publications requirements (e.g., page count restrictions) or which are obviously inappropriate for the publication
Acknowledge their efforts in the publication process, while preserving confidentiality of which submissions they reviewed
May Notify them of the editorial decisions for the submission, including the author-visible portion of reviews
Can Tell them who will see their review
Identify that reviewers own the copyright for their reviews.
And Global Journals expects reviewers to
Make known to the demanding editor any possible conflicts of interest
Review the submission by the agreed-upon deadline
Recognize the charter and reviewing standards and procedures of the publication
Read the complete submission carefully, prepare the review with care, apply skilled judgment, use suitable language in a review, and fill out provided review forms in full
Adequately document in their review the reasons behind their recommendations
Review subsequent revisions of a submission that they originally reviewed, should the editor feel that is appropriate
Preserve the confidentiality of the existence and status of submissions of which the reviewer becomes aware
Not use/practice results from submitted works in their works, research or grant proposals, unless and until that material appears in other publicly available formats, such as a technical report or as a published work
Not distribute/allocate/give a submission to anyone unless permitted by the editor handling the submission
Preserve the anonymity of the other reviewers, should they become known to that reviewer.
Policy on Reviewer Anonymity
The "Rights and Responsibilities in Global Journals Publishing" promises that Global Journals will maintain the anonymity of reviewers. Editors and administrators of Global Journals publications must keep the individualities of all reviewers of particular manuscripts hidden from authors, other reviewers, and the public. Identities of reviewers may be divulged to members of a publication's Editorial Board or to Global Journals staff as needed to solicit expert information in special conditions. In such cases, identities of a critic may also be made known to other reviewers of the similar manuscript, provided that the agreement of all affected reviewers is obtained. Reviewers must also preserve the confidentiality of reviewer identities, as well as the reviews themselves, that are communicated to them at any period.
Exclusion to the anonymity policy is made in the case of review of conference submissions by a program board. It is allowable to make reviews and the identity of reviewers visible to the entire package committee, provided that all committee members plus solicited reviewers are notified in advance of this practice. (A further exclusion occurs when a program committee associate is also an author. Names of reviewers can never be revealed to the author.)
This policy does not prevent the simple citation of all reviewers of a particular volume or proceedings without reference to specific manuscripts for the purpose of acknowledgement, or the appearance of reviewer's names in a composite database for use by the editors. for the purpose of acknowledgement, or the appearance of reviewers names in a composite database for use by the editors.
Editors, program chairs and program committees
Global Journals identifies that editing a publication is a major task accomplished by volunteers, and for some journals, by professional staff. Global Journals seeks to provide editors and program chairs and committees with the supreme possible support so that they can efficiently complete their task. In return, editors and program chairs and boards must be careful in managing the review process.
Editors and program chairs and committees can expect Global Journals to
Work with suitable vendors to implement the confidentiality requirements specified in this document in any manuscript tracking system provided to editors and program boards by Global Journals
Deliver the training, documentation, and support needed to use efficiently the manuscript tracking schemes provided by Global Journals
Know that the editor-in-chief or program chair has final rights with regard to content
Obligate clear, written guidelines
Attend and answer in a timely manner when help or information is requested
Know that editors and program chairpersons regulate content
Deliver a clerical and software infrastructure that supports tracking submissions and management of publications
Know that the editor-in-chief or program chair appoints the editorial board
Deliver the strong, operative, and honorable support of the publisher
Agree the term of appointment for an editor or program head of a publication
Withdraw from micromanagement
Know that an publishing supervisor or program chair can suggest changes to the publication's agreement and process for publications
Deliver evolution support and editor or program chair orientation for journals.

Implement with excellence and appropriateness the agreement of the publication
Use volunteers efficiently and objectively
Collaborate with the publisher on its goals of secondary the membership of the Global Journals and the computing profession in broad
Involve in the training and study essentials to appropriately use, and to correctly organize, the manuscript tracking systems provided by Global Journals.
Libraries
Libraries obtain and deliver access to information resources in many layouts to support the teaching, research, and learning missions of their constituents. They subscribe to or purchase Global Journals products because Global Journals provide relevant, high excellence, affordable information needed by their readers.
In addition to reader rights, libraries can expect Global Journals to
Respect fair use provisions of US copyright law
Deliver institutional access to electronic versions at a reasonable price or free of cost and take into account the needs of economically emerging and economically undeveloped countries
Permit libraries to fill interlibrary loan requirements, for teaching, research, and other not-for-profit uses.
Deliver continuing access, upon request, to electronic content to which a library has electronically subscribed, for the subscription period, should the subscription ever be canceled or should Global Journals remove titles from their electronic products, possibly for a fee
Allow fast access to the electronic versions throughout the world despite of branches of library
And Global Journals expects libraries to
Answer in a timely manner to reports of alleged openings of contract or agreement.
